Permanent residence permit

A permanent residence permit may be issued to a foreigner who has resided in Slovenia legally and continuously for five years on the basis of a temporary residence permit and who proves knowledge of the Slovenian language at a basic level (A2) (Article 52 of ZTuj-2). A foreigner is deemed to meet the language requirement if they have been admitted to an officially recognised education or study programme taught in Slovenian, have completed schooling at any level in Slovenia, or are over 60 or under 18 years of age.

A permanent residence permit may also be issued before the five-year period expires to a foreigner whose residence in Slovenia is in the interests of the Republic of Slovenia (as decided by the authority competent to issue the permit, based on the opinion of the competent ministry or another state authority) and to a foreigner of Slovenian descent. Such a foreigner does not need to prove knowledge of Slovenian (paragraphs one and three of Article 52 of ZTuj-2).

Absences shorter than six consecutive months that do not exceed a total of ten months do not interrupt the five-year period. Time spent studying counts as half, while time spent in seasonal work, as a posted worker, as an intra-corporate transferee or as a cross-border worker does not count. Family members of a foreigner with a permanent residence permit may obtain a permanent residence permit after only two years. As a rule, a foreigner with permanent residence has long-term resident status.
