EU Blue Card
The EU Blue Card is a single permit for highly qualified employment (Articles 39 and 40 of ZTuj-2 and Article 20 of ZZSDT). The conditions are:
- a valid travel document and adequate health insurance;
- higher professional qualifications: as a rule, at least three years of higher education; managers and specialists in the field of information and communication technology may also prove them with at least three years of relevant professional experience in the last seven years (Article 20a of ZZSDT);
- an employment contract for at least six months with a salary at least equal to the average gross annual salary in Slovenia, as last published in the Official Gazette of the Republic of Slovenia;
- consent of the Employment Service, for which the employer must meet the same conditions as for the single permit (labour market test, registration, active operation, tax obligations).
The EU Blue Card is issued for two years (or, if the employment contract is shorter, for the duration of the contract plus three months) and extended for three years. During the first year of employment, the holder may change employer only with consent; after that, prior written notice to the administrative unit is sufficient. After one year of employment, the holder may also carry out self-employment as a supplementary activity. An EU Blue Card holder can be joined by their family immediately, without a waiting period.
